Objective

By the end of this lesson, the commercial pilot applicant will demonstrate comprehensive knowledge of airport, heliport, and helipad signs, markings, and lighting systems, identify the risks associated with surface operations, and correctly interpret and comply with all signs, markings, and lighting encountered during taxi and ground movement operations to the standards specified in the Commercial Pilot – Helicopter Airman Certification Standards (ACS) CH.III.A.

Airport Signs, Markings, and Lighting (CH.III.A.K1)

Airport Movement Area (CH.III.A.K2)

The movement area is the portion of an airport comprising runways, taxiways, and other areas used for taxiing, takeoff, and landing of aircraft, excluding ramps and parking areas. For commercial helicopter operations, understanding movement area boundaries is critical—helicopters may cross movement areas air-taxiing or surface-taxiing, and may transition between controlled and uncontrolled areas. The non-movement area includes ramps, aprons, and other areas not under direct ATC control.

Runway and Taxiway Signs

Signs are categorized into six types per AIM Chapter 2:

  1. Mandatory Instruction Signs — Red background, white letters. These include runway holding position signs (e.g., “15-33”), ILS critical area signs, and no-entry signs. Crossing these without clearance constitutes a runway incursion. As a commercial pilot, you must recognize these instantly—hesitation on a busy airport can be dangerous.

  2. Location Signs — Black background, yellow letters with yellow border. Indicate your current position (e.g., taxiway “A” or runway “22”). When ATC says “Helicopter 123, report taxiway Alpha,” you verify your position with these signs.

  3. Direction Signs — Yellow background, black letters with arrows. Point toward taxiways/runways in the indicated direction. May include distance remaining markers.

  4. Destination Signs — Yellow background, black letters with arrow. Show direction to specific locations like runways, terminals, or cargo areas.

  5. Information Signs — Yellow background, black letters. Provide general information like noise abatement procedures, frequencies, or services available.

  6. Runway Distance Remaining Signs — Black background, white numbers. Show remaining runway length in thousands of feet. Critical for departure planning when considering weight, density altitude, and helicopter performance.

  1. Establish lesson relevance and objectives: Begin by explaining that commercial pilots operate from diverse facilities—major towered airports, small rural helipads, hospital facilities, offshore platforms, and remote sites. Each has unique signing, marking, and lighting. Mastery of these systems prevents runway incursions, wrong-surface landings, and conflicts with other traffic. State that by lesson end, student will identify and comply with all signs, markings, and lighting to commercial ACS standards.

  2. Assess baseline knowledge: Ask student to describe the six types of airport signs and their purposes. Request student explain difference between movement area and non-movement area. Evaluate understanding of runway holding position markings. This assessment identifies knowledge gaps and allows targeted instruction.

  3. Teach mandatory instruction signs: Display examples of runway holding position signs (e.g., “15-33”). Explain these are the most critical signs—they have red backgrounds with white text, and crossing them without clearance constitutes a runway incursion. Show ILS critical area signs (yellow on red) and no-entry signs (white bar on red circle). Emphasize that at commercial standards, instant recognition is required—no hesitation. Use analogy: “These are stop signs on steroids. Blow past one and you could die or kill someone, plus lose your certificate.”

  4. Teach location signs: Show examples with black background and yellow text. Explain these tell you where you ARE right now. When taxiing and ATC asks “verify your position,” these signs provide the answer. Demonstrate how to cross-reference location sign with airport diagram to confirm position. Practice scenario: “You’re taxiing and see a black sign with yellow ‘A’—what does this tell you? Where are you?”

  5. Teach direction and destination signs: Show yellow background signs with black arrows and letters. Explain direction signs point toward taxiways (e.g., arrow pointing left with “B”), while destination signs point toward specific locations (e.g., arrow with “27” indicates direction to runway 27). Emphasize these help you navigate but don’t authorize entry—you still need clearance to proceed.

  6. Teach information and distance remaining signs: Display examples of yellow information signs providing frequency or noise abatement data. Show runway distance remaining signs (black with white numbers). Explain these show thousands of feet remaining—a “9” means 9,000 feet left. For helicopter operations, this helps judge where to terminate takeoff roll if conducting rolling takeoff or where to exit if landing long.

  7. Teach runway markings comprehensively: Using diagram, walk through threshold markings, centerline, edge lines, aiming point markers, touchdown zone markings, and displaced threshold. Emphasize that helicopters may not use these exactly like airplanes, but understanding them prevents confusion. Show displaced threshold example: “You can taxi here, you can take off from here, but you cannot land here. Know the difference.”

  8. Teach runway hold-short markings: Display taxiway hold-short marking diagram showing four yellow lines—two solid (your side) and two dashed (runway side). Explain: “Solid lines are where your SKIDS stop. Not your nose, not your belly—your aft-most part.” Demonstrate on diagram what compliance looks like versus violation. Connect this to runway incursion prevention—most pilot-deviation incursions occur right here.

  9. Teach taxiway markings: Show single continuous yellow centerline and double yellow edge markings. Explain that helicopters may surface taxi, hover taxi, or air taxi along these routes. If surface taxiing, track centerline closely—commercial standards expect precision. If hover/air taxiing, maintain awareness of edges and separation from other aircraft/vehicles.

  10. Teach helicopter-specific markings: Display heliport H-markings with square (private), circle (medical), and triangle (substandard size) designators. Show helipad weight limitations (displayed in thousands of pounds, e.g., “12.5” = 12,500 lbs max) and maximum rotor diameter markings. Explain that commercial pilots MUST verify weight and dimension compatibility before every approach—no exceptions. Use scenario: “You’re flying an AS350 at 4,800 lbs. Helipad shows ‘4.5’—can you land? No. You’re 300 lbs over. What’s your alternate plan?”

  11. Teach airport lighting systems: Show photos of white runway edge lights, explaining intensity levels (HIRL, MIRL, LIRL) and yellow caution-area lights in final half/2,000 feet. Display runway centerline lighting (white/red/all-red progression). Explain these are depth perception aids at night, especially useful for helicopters. Show threshold lights (green) and REIL (flashing white). Emphasize blue taxiway edge lights as key identifier—“If you see blue, you’re on a taxiway, NOT a runway.”

  12. Teach holding position lighting: Show runway guard lights (flashing yellow) and stop bar lights (red across taxiway). Explain stop bars are used in low visibility and must NEVER be crossed while illuminated without explicit clearance. Tell story or use FAA video example of stop bar violation to emphasize severity.

  13. Teach VASI/PAPI systems: Display VASI and PAPI light configurations. Explain fixed-wing glideslope indicators (typically 3 degrees) will show helicopters “too low” on normal helicopter approach angles (6-9 degrees or more). Clarify these are useful references but not primary glidepath guidance for helicopters. “Red over white, you’re all right—but only if you’re an airplane. Helicopters may see red over red and be perfectly fine on a steep approach.”

  14. Teach pilot-controlled lighting: Explain CTAF frequency keying: 7 clicks = high, 5 = medium, 3 = low. Lights stay on approximately 15 minutes. Demonstrate proper procedure: key mic, count clicks verbally, verify lighting activates. Discuss commercial professionalism—activate lights early, confirm operation, and reset timer if needed. Never begin approach assuming lights work without testing.

  15. Teach heliport lighting: Show heliport beacon (green-yellow-white) and perimeter lighting examples. Explain variations in fixtures (flush vs. elevated) and intensities. Emphasize medical facility lighting is often high-intensity and may have specific activation procedures. Commercial operators must call ahead to unfamiliar night heliports to verify lighting status and activation method—never assume.

  16. Define and illustrate movement area: Draw or display airport diagram, shading movement area (runways, taxiways) and non-movement area (ramps, parking). Explain ATC controls movement area, pilot controls non-movement area (but still must follow rules and use caution). Emphasize boundary recognition—crossing from ramp to taxiway often requires clearance at towered airports.

  17. Address sign/marking interpretation risks (CH.III.A.R1): Present scenarios: faded markings at old airport, construction with temporary signs, confusing non-standard layouts. Ask student how to handle each. Teach decision-making: reference Chart Supplement, check NOTAMs, request progressive taxi, stop and verify position. Emphasize commercial pilots ask for help rather than guess—no shame in requesting clarification, great shame in causing incursion.

  18. Address landing site dimensions and limitations (CH.III.A.R2): Present helipad scenarios with various weight and size limits. Student calculates whether their helicopter (at current weight) can land. Discuss obstacle evaluation—if obstacles penetrate approach/departure surfaces, what’s the risk? How do you mitigate? Emphasize conservative commercial decision-making: when in doubt, don’t land until you verify safety.

  19. Address conflict risks (CH.III.A.R3): Describe scenarios: fast jet taxiing behind slow helicopter, fuel truck crossing taxi route, lineman walking near operating helicopter. Ask student to identify risks and mitigations. Teach see-and-avoid on ground: clearing turns before taxiing, radio position reports on CTAF, reduced taxi speed in congested areas, accounting for rotor wash effects on people and objects.

  20. Address distraction and situational awareness (CH.III.A.R4): Role-play busy taxi scenario: passenger asks question while ATC issues amended clearance. Ask student to prioritize. Teach compartmentalization: stop helicopter if task-saturated, handle one item at a time. Discuss symptoms of lost situational awareness (uncertainty, wrong direction, missed turn) and immediate actions (stop, check diagram, communicate with ATC). Emphasize sterile cockpit discipline during surface operations.

  21. Address runway incursion prevention (CH.III.A.R5): Present FAA incursion data and emphasize pilot deviations as majority cause. Teach prevention procedures: write all clearances, read back all runway crossing clearances and hold-short instructions, mark taxi route on diagram, verify position continuously, never assume clearance. Display hot spot examples from local airport diagrams and discuss why each is high-risk. Quiz student: “ATC says ‘taxi to runway 27 via Alpha, hold short of runway 9.’ What are the three critical elements of that clearance? What must you read back?”

  22. Conduct airport diagram exercise: Provide student with diagram of local towered airport. Issue complex taxi clearance verbally (simulate ATC). Student must: (1) copy clearance, (2) read back correctly, (3) plot route on diagram, (4) identify all signs/markings they’ll see, (5) identify hot spots, (6) brief risks and mitigation. Instructor evaluates thoroughness and accuracy. Repeat with increasing complexity or different airports until student demonstrates proficiency.

  23. Conduct scenario-based risk assessment: Present 3-4 scenarios requiring commercial pilot judgment: (1) Unfamiliar airport at night with partial lighting NOTAM, (2) Helipad with weight limit exactly at helicopter’s current weight, (3) Complex taxi clearance at busy airport with hot spots, (4) Medical helipad approach with obstructions. Student must identify risks per ACS elements R1-R5 and articulate go/no-go decision with justification. Evaluate decision quality and regulatory knowledge.

  24. Preview flight portion: Brief airports/heliports to visit during flight. Show specific signs, markings, and lighting examples student will encounter. Assign student responsibility to identify each example verbally during flight. Review clearance copying procedure, read-back requirements, and hot spot locations. Establish that flight portion evaluates student’s ability to COMPLY with signs/markings/lighting in real operations—the ACS skill standard (CH.III.A.S1).

  25. Conduct flight preflight brief: Review taxi clearance procedures at specific airport to visit. Brief risk management plan: how to avoid distractions, maintain situational awareness, prevent runway incursions. Assign student pilot-flying duties for taxi operations. Instructor will handle some radio calls initially, transitioning all communications to student as proficiency develops. Establish procedure if student becomes uncertain—call “stop” and instructor will assist.

  26. Conduct taxi operations: Fly to towered airport. Student requests taxi clearance, copies clearance, reads back. Student taxis helicopter along assigned route, identifying each sign and marking encountered verbally: “Taxiway Alpha location sign,” “Holding short of runway 27, four yellow lines solid on our side.” Instructor observes compliance, precision, and situational awareness. Provide immediate feedback on any deviations. If runway crossing required, ensure student verifies clearance explicitly before crossing. Repeat taxi operations with different routes until student demonstrates consistent compliance.

  27. Observe heliport/helipad operations if available: If local heliport available, conduct approach briefing emphasizing marking identification (H-designation, weight limits, dimension limits, perimeter lighting). Student identifies all markings prior to approach. After landing, student verifies weight and dimension compliance verbally. If night operations, student activates lighting (if PCL) and confirms adequate illumination before committing to approach.

  28. Debrief flight performance: Immediately after flight, review student’s performance against ACS standards. Identify strengths: signs identified correctly, clearances read back accurately, hold-short compliance perfect, situational awareness maintained. Identify weaknesses: missed one direction sign, hesitated before identifying distance remaining marker, momentarily uncertain about position at complex intersection. Assign study items for next lesson: review hot spots at [specific airport], study Chart Supplement entry for [specific heliport], practice plotting taxi routes on diagrams. Document lesson completion and readiness for checkride evaluation of this task.

Student Actions

  1. Actively listen and take notes during ground instruction on all sign types, markings, and lighting systems. Create organized reference notes with sketches of each sign/marking type for future study. Ask clarifying questions whenever uncertain about terminology or application—commercial standards require complete understanding, not partial knowledge.

  2. Identify and explain each of the six sign categories when shown examples by instructor. State purpose and required pilot action for each type. Demonstrate immediate recognition—no hesitation on mandatory instruction signs.

  3. Describe runway and taxiway markings from memory, including hold-short markings, centerlines, threshold markings, and displaced thresholds. Explain how each applies to helicopter operations and when markings authorize or prohibit specific actions.

  4. Interpret helipad markings including weight limitations and dimension limitations. Calculate whether specific helicopter at specific weight can legally and safely land on marked helipads. Explain decision rationale referencing regulatory requirements and risk management.

  5. Explain lighting systems including runway edge, centerline, threshold, REIL, taxiway, VASI/PAPI, and pilot-controlled lighting. Describe operational procedures for PCL activation and intensity selection. Discuss how lighting aids helicopter operations and when lighting may be misleading (e.g., PAPI on steep approaches).

  6. Define movement area and non-movement area accurately. Identify boundaries on airport diagrams and explain clearance requirements for operating in each area.

  7. Articulate all five risk management elements (CH.III.A.R1 through R5) with specific examples and mitigation strategies. Demonstrate understanding that commercial pilot responsibility includes proactive risk identification and conservative decision-making.

  8. Analyze scenarios presented by instructor requiring interpretation of signs/markings, dimensional assessment, conflict avoidance, situational awareness maintenance, and runway incursion prevention. Provide solutions that reflect commercial pilot judgment and regulatory compliance.

  9. Complete airport diagram exercise by copying complex taxi clearance, reading back correctly, plotting route accurately, identifying all expected signs/markings, marking hot spots, and briefing risks with mitigations. Demonstrate ability to mentally rehearse taxi operations before executing.

  10. Practice clearance copying and read-back procedures until proficient. Write clearances verbatim, read back all runway crossing clearances and hold-short instructions completely, and verify understanding before executing. Accept instructor feedback and correct any read-back errors immediately.

  11. Brief flight portion by reviewing airports to visit, signs/markings expected, hot spots present, lighting systems to observe (if night), and risk management plan. Verbalize personal standards for stopping helicopter if task-saturated or uncertain.

  12. Request taxi clearance using proper phraseology at towered airport. Copy clearance accurately, read back completely including all runway hold-short instructions. Confirm clearance understanding before beginning taxi.

  13. Taxi helicopter along assigned route while maintaining precise control, appropriate speed, and continuous situational awareness. Track taxiway centerline (if surface taxiing) or maintain proper lateral spacing from taxiway (if hover/air taxiing). Comply with all hold-short instructions without deviation.

  14. Identify each sign and marking encountered during taxi operations verbally to demonstrate recognition and comprehension. State sign category, meaning, and any required action. Example: “Approaching runway 27 holding position marking—four yellow lines, solid on our side. Holding short until cleared to cross.”

  15. Verify all runway crossing clearances explicitly before crossing any runway. Restate clearance: “Cleared to cross runway 27, Helicopter 123” before proceeding. Scan for conflicting traffic even with clearance—maintain see-and-avoid responsibility.

  16. Maintain sterile cockpit discipline during all surface operations. Eliminate non-essential conversation, focus attention on taxi route and traffic, compartmentalize tasks appropriately. If task saturation occurs, stop helicopter and communicate with instructor or ATC as needed.

  17. Demonstrate airport hot spot awareness by calling out hot spots before reaching them, describing why each is high-risk, and mitigating risks through increased vigilance, reduced speed, or position verification.

  18. Identify heliport/helipad markings prior to approach. Verbally confirm weight and dimension compliance before landing. Point out lighting systems and describe their function during night operations (if applicable).

  19. Operate pilot-controlled lighting if visiting PCL-equipped facility at night. Key mic appropriate number of times, verify lighting activation, and confirm adequate illumination before committing to approach.

  20. Participate actively in postflight debrief by self-assessing performance against ACS standards. Identify personal strengths and weaknesses honestly. Ask questions about any observed discrepancies. Accept feedback constructively and commit to addressing identified deficiencies before next lesson. Take responsibility for studying assigned review items and practicing diagram plotting between lessons.

Task CH.III.A does not specify numerical performance tolerances (altitude, airspeed, heading) as it addresses knowledge and procedural compliance rather than flight maneuvers. Evaluation is pass/fail based on complete compliance with all signs, markings, lighting, clearances, and movement area procedures. Any runway incursion, hold-short violation, or clearance deviation constitutes automatic task failure and requires remediation before practical test recommendation.

Evaluator Notes:

Student must demonstrate knowledge and compliance consistently across multiple taxi operations at various airports/heliports. Single-event success is insufficient—commercial standards require repeatable, professional performance. Evaluator should observe operations at both simple and complex airports to verify student capability across full spectrum of signing/marking/lighting scenarios. Student who hesitates, shows uncertainty, or requires prompting has not met commercial pilot standards and requires additional training before checkride recommendation.
