Completion Standards

CFII candidate demonstrates knowledge of all CFII.V.A items and ability to teach the concept effectively to instrument helicopter students. All skill elements demonstrated to PTS standards.

Objective

The CFII candidate will demonstrate instructional knowledge and teaching ability for Air Traffic Control clearances by explaining and demonstrating the procedures, phraseology, responsibilities, and risk management associated with receiving, copying, interpreting, reading back, and complying with ATC clearances in single-pilot IFR helicopter operations. The candidate will effectively teach proper clearance copying techniques, standard phraseology, frequency management, and troubleshooting procedures using teaching methods appropriate for instrument students. Performance will meet the standards established in FAA-S-8081-9E, Task CFII.V.A.

Introduction and Teaching Approach

When teaching ATC clearances, emphasize that single-pilot IFR helicopter operations require exceptional discipline and preparation because the pilot has no co-pilot to assist with copying, reading back, or programming equipment. The teaching approach should include:

Clearance Void Times:

A clearance void time is issued when ATC cannot provide separation between IFR departures at non-towered airports. The clearance is valid only until the void time. Key teaching points:

Correct and Timely Copying of ATC Clearance

Copying Techniques for Single-Pilot Helicopters:

  1. Have clearance form or blank paper ready before calling clearance delivery
  2. Write legibly under potentially turbulent or confined area conditions
  3. Use standard abbreviations (V for Victor airways, J for Jet routes, @ for at, etc.)
  4. Request “stand by” if falling behind during copying
  5. Never hesitate to request “say again” — better to delay than copy incorrectly
  6. Write squawk code in large digits for easy reference during departure
  7. Circle or highlight any altitude restrictions or crossing requirements

Pre-Contact Preparation:

Standard Clearance Request Format: “[Facility] clearance delivery, Helicopter [N-number], IFR to [destination], [location on airport], information [ATIS code].”

Ability to Comply with Clearance

Pre-Acceptance Evaluation:

Before reading back a clearance, the pilot must determine if compliance is possible. Teach students to mentally check:

  1. Route compliance: Are all fixes, airways, and navigation aids in the database or available for tuning? Do you have current charts?
  2. Altitude compliance: Can the helicopter achieve and maintain the assigned altitude with current weight, temperature, and winds? Does initial altitude clear obstacles on departure path?
  3. Performance compliance: Can required climb gradients be met? (Helicopters may have published takeoff minimums requiring specific climb rates)
  4. Equipment compliance: Do you have required navigation equipment (GPS, VOR, DME) for the cleared route?
  5. Fuel compliance: Does the clearance allow reaching destination with required fuel reserves (30 minutes helicopter IFR, 14 CFR 91.167)?
  6. Airspace compliance: Are there any special use airspace areas requiring coordination along the route?

When Unable to Comply:

Teach students to immediately advise ATC before reading back: “Unable [specific portion], request [alternative].”

Correct and Timely Read-Back

Standard Read-Back Requirements (AIM 4-4-7):

Read-Back Technique for Single-Pilot Operations:

  1. Read back immediately while information is fresh in memory
  2. Reference written clearance during read-back to catch copying errors
  3. Use same phraseology ATC used (don’t paraphrase)
  4. Speak clearly and at moderate pace
  5. If controller makes correction, read back entire corrected clearance
  6. Listen for controller’s acknowledgment — “read-back correct” or corrections

Common Read-Back Errors to Teach:

Correct Interpretation and Requesting Clarification

Critical Interpretation Points:

  1. “Cleared to” vs. “Cleared to via”: “Cleared to [destination]” means fly the clearance as stated. “Cleared to [fix] via…” means the route continues beyond the fix as previously cleared or expected.

  2. “At pilot’s discretion”: Pilot may choose when to comply with altitude change within assigned airspace. May descend or climb at any rate and temporarily level off.

  3. “Maintain”: Altitude assignment is mandatory when specified altitude is reached.

  4. “Cruise”: May fly at any altitude from minimum IFR altitude to assigned cruise altitude. May descend and climb within block without further ATC clearance. Used primarily in non-radar environments.

  5. Clearance Limit: Point to which aircraft is cleared. If clearance limit is not destination and further clearance is not received before ETA, hold at clearance limit.

  6. Expected Altitude/Route: Not a clearance but pilot should be prepared to comply. Allows pilot to plan but not execute until specifically cleared.

  4. Verify frequency before switching (read frequency aloud to catch errors)
  5. Monitor previous frequency until instructed to switch or appropriate handoff point reached

  3. Complex amended clearance: “Helicopter 123AB, cleared to Portland Airport via radar vectors, MANNE, Victor 23, TROUTDALE, direct, climb and maintain four thousand, expect flight level one-six-zero one-zero minutes after departure, hold for release, release time 1530, clearance void if not off by 1545, time now 1520, departure frequency 119.2, squawk 3412.”

  4. Pop-up clearance with route change: “Helicopter 123AB, re-cleared to Portland via present position direct KELSO, Victor 23, BATTLEGROUND, as filed, descend and maintain five thousand, cross KELSO at or above seven thousand, expect RNAV Runway 10R approach.”
