Completion Standards

CFII candidate demonstrates knowledge of all CFII.IX.A items and ability to teach the concept effectively to instrument helicopter students. All skill elements demonstrated to PTS standards.

Objective

The CFII candidate will demonstrate instructional knowledge and teaching ability for loss of communications procedures in helicopter IFR operations per 14 CFR 91.185, ensuring a student understands recognition of communication failure, decision criteria for continuing or deviating from filed flight plan, and proper timing for approach commencement at destination. Performance meets standards in FAA-S-8081-9E, CFII.IX.A.

Introduction to Loss of Communications in Helicopter IFR

Loss of communications represents one of the most procedurally-defined emergencies in IFR flying. Unlike structural or powerplant failures requiring immediate physical skill, COMM loss demands regulatory knowledge, methodical decision-making, and proper use of remaining resources. For single-pilot IFR helicopters, this emergency adds workload at precisely the moment you’ve lost your primary coordination tool with ATC.

The CFII candidate must teach students three fundamental competencies: recognizing the failure has occurred, understanding the regulatory framework that governs subsequent actions, and executing the appropriate procedures while managing helicopter-specific considerations like limited fuel reserves and higher workload environment.

Recognition of Loss of Communications

Teaching Point 1: Defining Communication Failure

Communication failure under IFR doesn’t necessarily mean total electrical failure. The CFII candidate must teach students to distinguish between:

A common instructional error is conflating total electrical failure with COMM failure. In helicopters with dual electrical systems or backup batteries, navigation and transponder may remain operational. The student must understand that 14 CFR 91.185 specifically addresses communication radio failure in IFR conditions, not total system failure.

Teaching Point 2: Recognition Sequence

Teach systematic recognition using the acronym CARE:

The CFII candidate demonstrates this recognition sequence, explaining the student should not immediately assume catastrophic failure. Volume accidentally turned down, wrong frequency selected, stuck microphone switch — these mechanical issues account for most “COMM failures” and waste no time if checked first.

If transmissions remain unanswered after attempts on all appropriate frequencies, and other aircraft respond to ATC but you cannot hear them, assume receiver failure. If you can hear ATC but they don’t respond to you, assume transmitter failure.

Practical Teaching Method:

Use the analogy of a dropped cell phone call. You don’t immediately assume your phone is broken — you check signal strength, try calling back, maybe text instead. Same logic applies in the cockpit. Methodical troubleshooting before declaring emergency.

Regulatory Framework: 14 CFR 91.185

Teaching Point 3: VFR vs. IFR Conditions

The regulation provides two distinct paths based on meteorological conditions:

If VFR conditions exist (§91.185(a)): Continue flight under VFR and land as soon as practicable. This means if you’re in VMC or can descend/divert to VMC, the emergency is effectively over from a regulatory standpoint. You must land soon but are no longer bound by IFR procedures.

The CFII candidate must emphasize “practicable” does not mean “immediately possible.” Consider fuel, suitable airports, terrain, airspace — but don’t continue IFR just because it’s more convenient. If VMC is available, use it.

If IFR conditions exist or will exist (§91.185(b)): Follow specific route, altitude, and approach timing rules. This is the complex scenario requiring detailed instruction.

Teaching Point 4: Route to Fly

Under IFR COMM failure, fly the route in this priority order (§91.185(b)(1)):

  1. Route assigned in last ATC clearance received
  2. Route ATC advised may be expected in a further clearance
  3. Route filed in the flight plan

Teach this as “AAF” — Assigned, Advised, Filed.

Practical Example for Helicopters:

You’re flying a medical helicopter IFR from Hospital Alpha to Hospital Bravo. Filed route: Direct. Twenty miles from destination, ATC vectors you east for traffic sequencing and says “expect direct when able in one-zero miles, cleared to Hospital Bravo via present position direct.” Five miles later, you lose COMM.

What route do you fly?

You continue present position direct as assigned. The “expect” language meant continue your vectors until told otherwise, but since you lost COMM during the vector, your last assigned route was already direct.

Contrast this: if the controller had said “fly heading zero-nine-zero, vectors for traffic, expect direct Hotel Bravo in one-zero miles” and you lost COMM immediately, you’d fly heading 090 until the 10-mile point (advised route), then proceed direct (since that was the expected route ATC specifically mentioned).

Teaching Point 5: Altitude to Fly

Fly the highest of these altitudes for each route segment (§91.185(b)(2)):

  1. Altitude assigned in last clearance
  2. Altitude ATC advised to expect
  3. Altitude filed in flight plan

Teach this as “highest of AAF” — same acronym, different application.

The regulation uses “highest” to ensure terrain and obstruction clearance while keeping you visible to ATC radar if transponder is working. In mountainous helicopter operations, this is critical.

Example:

Filed altitude: 4,000 feet
Assigned: 3,000 feet
Advised: “expect 6,000 in one-five miles”

While below the 15-mile point, fly 3,000 (assigned, which is higher than nothing specific for that segment). After the 15-mile point, climb to 6,000 (advised altitude becomes applicable and is highest).

Helicopter Consideration:

Higher altitudes mean greater fuel burn in most piston helicopters and limit autorotation options. File realistic altitudes considering winds, terrain, and fuel. Don’t file 10,000 feet for a 30-mile flight just because it’s available — you’ll be legally bound to climb there in COMM failure.

Teaching Point 6: Approach Timing

This is the most complex aspect and requires methodical instruction. The student must determine when to begin descent from the en route altitude and when to commence the approach at destination.

The regulation (§91.185(c)) provides specific timing rules:

Arrival Timing:

  1. If you received an Expect Further Clearance (EFC) time, arrive over the clearance limit (usually the initial approach fix) as close as possible to the EFC time

  2. If you received an Expect Approach Clearance (EAC) time but no holding instructions, arrive as close as possible to the EAC time

  3. If no EFC or EAC was received, arrive at the clearance limit and begin descent/approach at your filed or amended ETA

Critical Teaching Point for Helicopters:

Helicopter approaches, especially to hospitals or off-airport sites, often involve point-in-space (PinS) approaches with higher MDAs and missed approach segments that may not return to an IAF. The CFII candidate must teach students to identify the clearance limit in their specific approach procedure.

For approaches to airports: clearance limit is typically the IAF
For PinS approaches: may be the MAP or a specific fix — review procedure notes

Example Scenario 1: EFC Time Provided

You’re inbound to Hospital Charlie, filed ETA 1845Z. At 1820Z, 40 miles out, ATC says “Hospital Charlie currently IFR, expect further clearance 1850Z” and clears you to hold at ALPHA intersection (the IAF). At 1825Z, you lose COMM while in the hold.

What do you do?

The EFC time governs. Your filed ETA is irrelevant once ATC issued an EFC.

Example Scenario 2: No EFC, Using Filed ETA

You’re inbound to Hospital Delta, filed ETA 1630Z. You’ve been receiving vectors and clearances but never received any “expect further clearance” or “expect approach clearance” time. At 1615Z, cleared direct to BRAVO fix (the IAF), you lose COMM.

What do you do?

Example Scenario 3: Amended ETA

Same as Scenario 2, but at 1600Z you reported your position and ATC said “Roger, revised ETA?” You responded “1620Z” and ATC acknowledged.

Now your amended ETA of 1620Z governs. You’d hold at BRAVO until 1620Z before commencing approach.

Why These Rules Exist:

ATC needs to clear other traffic and provide separation. If you lost COMM at 1615Z and they think you’ll start an approach at 1630Z (your filed time), they can protect the airspace from 1630Z onward. If you started early, you might conflict with other IFR traffic. The timing rules are about predictability — ATC knows what you’ll do even without communication.

When to Continue with Flight Plan as Filed or When to Deviate

Teaching Point 7: The Decision Matrix

The CFII candidate must teach decision-making beyond rote rule-following. Loss of communications in IFR conditions doesn’t mean blindly following the filed plan if circumstances have changed.

Reasons to Continue with Filed Plan:

The CFII candidate must teach that 14 CFR 91.3(b) — emergency authority — supersedes all other regulations. If continuing IFR creates greater hazard than deviating, deviate.

Specific Deviation Scenarios:

  1. Weather deteriorates below minimums: If destination weather goes below minimums after COMM loss, continuing to shoot an approach you cannot complete wastes fuel and creates additional risk. Consider VMC diversion or alternate airport with better weather.

  2. Fuel concerns: Helicopter fuel reserves are tighter than fixed-wing. If your filed plan included an approach, missed approach, and alternate with normal COMM (allowing shortcuts), but now you must fly higher altitudes and full procedures, recalculate fuel. If inadequate, divert to closer VFR conditions.

  3. System degradation: If COMM failure accompanies or precedes other failures (vacuum pump, GPS outage, generator failure), continuing complex IFR may exceed single-pilot capabilities. Assess whether VMC diversion is safer.

  4. VMC becomes available: Regulation explicitly states if VFR conditions exist, land as soon as practicable. Don’t continue IFR just to follow the filed plan.

Teaching Method:

Use scenario-based instruction. Present students with COMM failure scenarios that include complicating factors:

The student should articulate: check current fuel, estimate fuel required to complete approach and missed, compare to alternate requirements, consider whether VMC diversion exists, make decision with safety as priority.

Teaching Point 8: Transponder Usage During COMM Failure

If transponder remains operational, squawk 7600 immediately upon determining COMM failure. This alerts ATC to your situation and allows them to provide separation with other traffic.

In helicopters with limited electrical capacity, if you must choose between powering the transponder or another essential system (GPS, navigation radios), prioritize what’s needed to safely complete the approach. ATC separation is secondary to your ability to navigate and land safely.

If you deviate from 91.185 route/altitude rules due to emergency authority, consider squawking 7700 (emergency) rather than 7600. This signals ATC that you’re not following lost COMM procedures due to additional circumstances.

Helicopter-Specific Considerations

Teaching Point 9: Single-Pilot IFR Workload

COMM failure in a single-pilot IFR helicopter dramatically increases workload:

The CFII candidate must teach workload management strategies:

  1. Stabilize first: Autopilot on (if available), maintain last cleared altitude and heading, trim aircraft
  2. Troubleshoot methodically: Don’t frantically push buttons; use checklist or CARE acronym
  3. Review procedures: Once stabilized, pull out FAR/AIM or checklist card with 91.185 procedures
  4. Write it down: Note your last assigned altitude, route, any EFC times, filed ETA — working memory fails under stress
  5. Reduce other tasks: Defer non-essential communication with medical crew or passengers; focus on flying and compliance

Teaching Point 10: Fuel Planning Considerations

Helicopters typically have 2-3 hour endurance with IFR reserves. COMM failure may require:

Many helicopter IFR approaches require ATC vectors to final or specific radar services. In COMM failure:

The CFII candidate teaches students to review approach plates for helicopter-specific considerations:

Example:

RNAV (GPS) RWY 17 approach into hospital helipad. The approach has vectors-to-final as primary method, with HILPT at ALPHA fix as alternate entry. In COMM failure, you cannot accept vectors. You must proceed to ALPHA, execute the HILPT, then fly the full approach from the IAF.

If your fuel state cannot support the additional time for HILPT vs. vectors, this factors into your decision to continue vs. divert.

The CFII candidate must enable student understanding through these core competencies:

  1. Systematic recognition using CARE acronym — troubleshoot before concluding failure

The instruction method emphasizes scenario-based learning, practical application, and decision-making under pressure. The CFII candidate should be prepared to teach using whiteboard diagrams of routes and timing, cockpit simulation of recognition procedures, and verbal walk-throughs of regulatory compliance.

Common Student Errors and Instructional Corrections

Error 1: Premature Emergency Declaration

Student immediately assumes catastrophic failure before checking volume, frequency, or squelch settings.

Correction: Demonstrate the CARE acronym using actual cockpit equipment. Have student practice radio checks and frequency changes as part of normal operations so the troubleshooting sequence is habitual.

Error 2: Confusion Between Route and Altitude Priority

Student applies “highest” logic to route selection or “assigned-advised-filed” to altitude.

Correction: Use different acronym emphasis — “AAF for route priority” vs. “highest AAF for altitude.” Create memory aid: “Route follows orders (AAF priority), altitude seeks safety (highest).”

Error 3: Misunderstanding EFC vs. EAC vs. ETA

Student doesn’t distinguish between expect further clearance, expect approach clearance, and estimated time of arrival.

Correction: Define each term explicitly:

Then teach: if ATC gave you a time, use it; if not, use your ETA.

Error 4: Ignoring Emergency Authority

Student rigidly follows 91.185 even when fuel, weather, or systems suggest deviation.

Correction: Emphasize 91.3(b) authority. Teach decision-making hierarchy: safety first, regulatory compliance second when conflict exists. Use scenario where strict compliance creates greater hazard.

Error 5: Assuming ATC Sees Everything

Student believes squawking 7600 means ATC will clear traffic and everything is fine.

Correction: Explain ATC’s perspective — they see your transponder but don’t know your fuel state, weather information, or system status. They’ll provide separation if possible, but cannot read your mind. Your decisions must be independent.
