Objective

Upon completion of this lesson, the CFI candidate will demonstrate the ability to teach elements of effective teaching that include risk management and accident prevention. The candidate will exhibit knowledge of risk identification, assessment, and mitigation techniques; demonstrate proficiency in teaching risk management tools and ADM processes; and show competency in managing instructional risks while maintaining safety throughout flight training operations, meeting the standards outlined in ACS task FI.I.F.

Introduction to Risk Management in Flight Instruction

Risk management forms the foundation of safe flight instruction. As helicopter flight instructors, we face unique challenges that require proactive identification, assessment, and mitigation of hazards. The dynamic nature of helicopter flight training, combined with the inherent risks of rotorcraft operations, demands that we develop comprehensive risk management teaching strategies.

Risk Identification, Assessment, and Mitigation (FI.I.F.K1)

Teaching Risk Identification: Effective risk identification begins with situational awareness. Teach students to continuously scan for hazards using the “threat and error management” approach. In helicopter operations, common threats include:

Use the analogy of a detective gathering evidence—students must actively search for clues that indicate potential problems rather than waiting for obvious signs.

Teaching Risk Assessment: Once identified, risks must be evaluated using probability and severity matrices. Teach the simple formula: Risk = Probability × Severity. High-probability, high-severity risks demand immediate attention, while low-probability, low-severity risks may be acceptable with monitoring.

Teaching Risk Mitigation: Present the risk mitigation hierarchy:

  1. Eliminate the risk (cancel the flight)
  2. Reduce the risk (modify procedures, timing, or route)
  3. Control the risk (use specific techniques or equipment)
  4. Accept the risk (with full awareness and preparation)

Risk Management Tools (FI.I.F.K2)

PAVE Checklist:

Teach students to use PAVE systematically before every flight, not as a rushed checklist but as a deliberate analysis tool.

Flight Risk Assessment Tools (FRATs): FRATs provide numerical scoring systems for various risk factors. Demonstrate how to use FRATs for:

Show students that FRATs are decision-support tools, not decision-replacement tools. The pilot’s judgment remains paramount.

When and How to Introduce Risk Management (FI.I.F.K3)

Risk management education should begin during ground instruction and continue throughout all phases of flight training. Introduce concepts progressively:

Pre-Solo Phase: Focus on basic threat recognition and instructor oversight Solo Phase: Emphasize personal minimums and conservative decision-making Cross-Country Phase: Integrate weather evaluation and route planning Advanced Training: Develop sophisticated ADM skills and scenario-based decision making

Use the “building blocks” approach—each lesson should reinforce previous risk management concepts while introducing new elements appropriate to the student’s skill level.

Obstacles to Situational Awareness (FI.I.F.R2)

Teaching while flying creates inherent obstacles to maintaining situational awareness. Instructors must develop techniques to maintain overall awareness while providing focused instruction. This includes strategic positioning, systematic scanning, and clear communication protocols.

Performance is satisfactory when the candidate demonstrates the ability to teach risk management concepts clearly and effectively while maintaining appropriate safety margins and showing competency in managing the unique risks associated with helicopter flight instruction.
